In the first half of 1999 the Clinton White House blitzed Muslim-cleansing Slobodan Milosevic and Yugoslavian cities including capital Belgrade into the Stone Age using smart bombs and cruise missiles at a costs approaching $100,000,000/day. Clinton killed countless civilians and bombed the Chinese embassy (including Chinese nationals) into rubble in Belgrade the first week in May. An embassy is an extension of national sovereignty. That bunker buster was an act of war. The Chinese pressed for Media circuses and reparations. The Clinton Administration traded intercontinental missile targeting technology to the Chinese for illicit campaign contributions. Perhaps the Chinese are amenable to returning what they pilfered, Hegemony on Delivery.

Nowhere does the Constitution empower government to use armed force or send US troops to enforce "human rights" in other sovereign nations. Soldiers do not take an oath to "support and defend social programs abroad." Soldiers swear to: "support and defend the Constitution of the United States against all enemies, foreign and domestic." If Clinton were familiar with the US Declaration of Independence, he would be sweating sour liquids.

Nobody in Yugoslavia is a foreign or domestic enemy of the United States. Prior to the Japanese day of infamy at Pearl Harbor and Hitler's Declaration of War against the US, they weren't foreign or domestic enemies either. The notion of "vital interests of the United States" purports that armed forces are a legitimate extension of foreign policy. There are no vital political, geographic, economic, national security, or other US interests in Yugoslavia. NATO is a self-defense treaty! No NATO nation has been attacked by Yugoslavia.
There was no lawful reason for NATO to act. Ethnic cleansing paroxysms eructated by the American press are counterfeit and sham homages to Hearstian yellow journalism and utilitarian theological terrors that incited witch burnings. Yugoslavia is mired in civil war dating back to the 1400s when Spain kicked the Moslem Arab Moors off the Iberian Peninsula. Vlad Tepes and his dad Vlad Dracul were equally enthusiastic in cleansing Eastern Europe of Moslem Turks. This is technically called "farsighted."
Vlad Tepes of the House of Basarab ruled Wallachia in Rumania 1456-1462. He inherited the name Dracula (Little Dragon) from his father Vlad Dracul (ruled 1436-1446). Dracul allied with Hungarian King Sigismund against Moslem Turkish invaders and was dubbed a knight of the Dragon Order (founded to fight for Sigismund and Christianity). Son Dracula executed 20,000 domestic and Turkish Moslems during the six years of his reign. Included were Turkish emissaries who refused to remove their turbans in his presence, their severed heads being returned to their Sultan with turbans nailed in place. His favored means of prisoner dispatch and the vigor with which he pursued vengeance earned him the nickname Kaziglu Bey (Turkish), "The Impaler Lord" throughout 15th century Europe. Vlad Tepes, Vlad the Impaler, is revered as a local champion of the Christian faith for barring Europe to Moslem Turks. Dubliner Bram (Abraham) Stoker's 1897 book Dracula made him a figure in world history, albeit with a wee bit of embroidery and poetic license.
Clinton is an international war criminal and reckless murderer of civilians. US military followed illegal orders as surely as any Nazi embraced by a Nuremberg Tribunal docket, killing Moslems and Christians civilians with indistinguishable lighthearted abandon. Clinton handed the Chinese a mammoth bargaining chip in every political arena - trade, politics, UN, Media circuses, Asian balance of power. Mainland China does not convene focus groups or conduct polls before it impresses its will. It impresses its will. Its expendable human assets are legion, and female infanticide awards it an increasing excess of socially-destabilizing males ripe for conscription.
Beware of war when it serves many countries' perceived interests. Get ready for unending humanitarian expenditures to rebuild lands crushed by tyrants' appetites, and massive inflation at home. Somebody has to pay for it all - you, for instance. If we are determined to kill Muslims by the hogshead, let us whack the truly bothersome ones and pump treble compensation from their ceded lands.
